California’s Bold Move Towards Legalized Online Sports Betting

In a significant development for online gambling in the United States, California is gearing up for a renewed effort to legalize online sports betting. Known as the wealthiest state in America, California represents the fourth-largest economy in the world. The push for fully-regulated online sports betting is being spearheaded by influential Native American tribes in the state.

A New Era for Tribal Gambling in California

Victor Rocha, a prominent leader in the Indian gaming sector and Chair of the Indian Gaming Association (IGA), recently shared exclusive insights at ICE Barcelona 2026. According to Rocha, California’s Native American operators are strategizing a bold new campaign to bring online sports betting to California within this year. He emphasized the importance of this shift in focus, noting that the Tribes have reassessed their previous timeline, which initially targeted 2028 for any ballot initiative.

The Competition: DraftKings and FanDuel

With industry giants DraftKings and FanDuel eyeing a piece of the action, Rocha warned of potential marketplace dynamics. He stated, “Imagine California without DraftKings, FanDuel, and Fanatics. It’s a huge opportunity to bring in new people.” The Tribal leaders are keen to leverage what Rocha sees as a “fatal error” on the part of these established brands, asserting that this misstep allows the Tribes to seize control of the lucrative online betting market.

The Legal Landscape of Online Sports Betting in California

Currently, California’s tribal gaming operators enjoy exclusive rights to offer gambling through Indian reservations, as mandated by state law. Establishments like the Yaamava’ Resort & Casino and Pechanga Resort Casino are among the largest gaming venues in the state, contributing over $35 billion to the economy and supporting more than 180,000 jobs.

Despite this success, online sports betting remains illegal in California, fueling ongoing debates about who should control the future of this market. With a population of nearly 40 million, California represents a critical battleground for U.S. online gambling expansion.

The Path to Legalization

For changes to California’s gambling laws to occur, a simple majority (51 percent) from a plebiscite is required. In 2022, two competing propositions, Proposition 26 and Proposition 27, failed to gain traction, highlighting the challenges faced by various stakeholders. However, Rocha believes that growing public support for sports betting—recent polling shows over 60 percent approval—indicates a ripe opportunity for a new campaign.
