Audit Reveals Troubling Evidence of Fraud in Val Verde School District’s Relations with Pegasus California School

Recent investigations have unveiled alarming findings surrounding the Val Verde Unified School District’s (VVUSD) connections with Pegasus California School in Qingdao, China. Following a Business Insider investigation in 2021, education officials conducted a comprehensive audit that uncovered “sufficient evidence” of potential fraud, misappropriation of funds, and other illegal activities.

Diplomas and Misconduct: The Findings of the Audit

The audit revealed that VVUSD issued diplomas to students from Pegasus, despite lacking any proof that these students fulfilled classroom requirements or proficiency standards. Riverside County Superintendent of Schools, Edwin Gomez, characterized the 1,000-page report as containing serious concerns that required further examination by legal authorities.

In 2016, VVUSD designated Pegasus as a “sister school,” officially permitting the district to provide diplomas to its graduates starting a year later. The rosy relationship, however, masked troubling practices.

Key Findings

  1. Improper Diplomas: The audit concluded that diplomas issued by VVUSD were irregular, questioning whether students at Pegasus had satisfied necessary educational standards.
  2. Benefits to Teachers: Val Verde teachers were reportedly incentivized to work at Pegasus through furnished apartments and financial benefits, leading to significant raises once they returned to their U.S. roles.
  3. Former Officials Under Scrutiny: Critical attention was directed toward former VVUSD officials who helped establish the relationship with Pegasus. Names such as Tom Torlakson and David Long surfaced in connection with possible conflicts of interest.

Connections and Conflicts of Interest

The audit highlighted potential relationships and actions between educators and Pegasus that may have breached ethical standards. Allegations pointed toward Tom Torlakson, the former state superintendent of public instruction, and David Long, a former California education secretary. Long, involved with VVUSD as a paid consultant, allegedly failed to maintain clear boundaries between his professional duties and his ties with Pegasus.

Evidence of Ethical Violations

According to the audit, the relationship between Pegasus and VVUSD appeared marked by “a pattern of favors, official acts, promises, and payments,” which led to official endorsement of Pegasus. This included:

  • Political Contributions: Long’s ties to a college consulting firm that served Pegasus raised concerns about potential bribery or kickbacks.
  • Teacher Benefits: The report indicated that Val Verde teachers who taught at Pegasus improperly received additional school district benefits, clouding the financial practices within the district.

Aftermath of the Audit

Following the audit’s release, Riverside County education officials have communicated their findings to prosecutors and other legal entities for further investigation. The California Department of Education has also expressed its intent to analyze the report, underscoring the seriousness of the findings.

In a statement, a representative from VVUSD claimed that the district was cooperating fully with the audit process and remained focused on ensuring transparency to serve the students and community.

A Strong Stance Against Misuse of Funds

The California Department of Education pledged to take a firm stand against any misuse of public funds, asserting that diplomas should genuinely reflect students who have completed California educational standards.

Implications for Future Education Policies

This troubling saga raises significant questions about the integrity of educational partnerships and policies affecting students both in California and abroad. The case not only emphasizes the need for stringent oversight in school district operations but also calls for clearer regulatory measures regarding international educational partnerships.

Conclusion

The audit of Val Verde Unified School District’s dealings with Pegasus California School serves as a cautionary tale about the importance of transparency and ethics in educational institutions. As investigations unfold, they remind us of the critical need for accountability in maintaining the standards that uphold the integrity of our educational systems.
