Ringleader of Black Market Explosives Arrested at Disney World

ORLANDO, Fla. — The alleged mastermind behind a significant black market explosives ring in California has been apprehended at Walt Disney World’s Hollywood Studios. Kenneth Chee, the owner of “Devastating Pyrotechnics,” is now in custody at the Orange County Jail as a result of a fugitive warrant.

Tragic Explosion in Esparto, California

On July 1, 2025, a catastrophic explosion occurred at Chee’s warehouse in Esparto, located west of Sacramento. This incident registered as one of the most devastating in recent memory, with approximately one million pounds of explosives demolishing every building on the site. Firefighters subsequently uncovered the remains of seven individuals who worked at the facility.

Serious Charges Filed

In a hearing at the Orange County Jail, Chee faced the judge and was ordered to be held without bond. The charges against him are extensive and include:

  • Seven counts of murder
  • Conspiracy
  • Illegal possession of explosives
  • Manufacture and possession of destructive devices without a permit

Despite being prohibited from engaging in fireworks activities due to the events surrounding the explosion, Chee was arrested while vacationing at Disney World.

Broader Indictments and Community Impact

During a press conference, Yolo County District Attorney Jeff Reisig expressed the community’s sorrow regarding the loss of life, emphasizing the impact on both the victims’ families and the broader community. Reisig announced that a total of eight individuals have been indicted, with seven directly linked to the fatal explosion:

  • Gary Y. Chan Jr.
  • Jack Y. Lee
  • Douglas Michal Tollefsen
  • Samuel Elmo Machado (a former Yolo County Sheriff’s lieutenant)
  • Craig Allen Cutright
  • Ronald John Botelho III

In addition, Tammy Machado, Samuel’s wife, faces separate charges for fraud and animal cruelty.

A Decade-Long Conspiracy

Prosecutors have unveiled a shocking narrative in which the buying and selling of fireworks served only as a front for a much larger illegal operation. Yolo County Deputy District Attorney Clara Nabity stated that evidence points to a decade-long conspiracy that transformed the property of a former law enforcement officer into a hub for illicit explosives in Northern California.

Legal Action and Community Response

Following the devastating explosion, families of the deceased have initiated lawsuits against the operators of the black market enterprise. The community’s grief is compounded by a recent Grand Jury report, which criticized local officials for their inaction. It was revealed that Esparto fire authorities had identified both legal and hazardous fireworks on the premises but had never issued a business license or permit.

A Parallel with Orlando’s Tragedy

This horrific incident calls to mind another explosion in Orlando, which occurred on December 1, 2022, claiming four lives, including David Gonzalez and Elizabeth “Lissie” Tiralongo. A fifth individual, Lindsey Tallafuss, sustained severe injuries. Following that incident, settlements were reached with several companies, but legal proceedings against SeaWorld are still ongoing, with a trial set for May 2027.
