Enhancing Portuguese Language Education in California: A New Partnership

On February 3, 2026, a significant milestone in educational cooperation was achieved with the signing of a Memorandum of Understanding (MoU) between the Camões Institute for Cooperation and Language and the California Department of Education (CDE). This agreement was formalized during a ceremony held at the Office of the State Superintendent of Public Instruction in Sacramento, California.

Key Players in the Ceremony

The signing ceremony was attended by prominent figures in education and diplomacy. Filipe Ramalheira, the Consul General of Portugal in San Francisco, represented the Camões Institute, signing the MoU on behalf of Ambassador Florbela Paraíba. The CDE’s interests were represented by Deputy Chief Superintendent Ingrid Roberson. Notably present were João Caixinha, Coordinator of Portuguese Education in the U.S., and Duarte Pinheiro, Deputy Coordinator of CEPE-USA in California.

The Role of the Portuguese Diplomatic Network

The establishment of this agreement underscores the crucial role of the Portuguese diplomatic and consular network in the U.S. Their leadership and commitment were pivotal in the negotiation process. Furthermore, the Coordination of Portuguese Education in the USA (CEPE-USA) played a vital role by providing strategic support and aligning the objectives of the MoU with broader goals for enhancing Portuguese language education within California’s K-12 system.

MoU Highlights and Goals

This new MoU sets a framework for collaboration between the Camões Institute and the CDE over the next five years. It emphasizes the importance of both English and Portuguese as mediums for communication across various domains, including economics, science, history, and culture. The agreement symbolizes a shared commitment to promote educational collaboration, foster community ties, and encourage a multilingual and multicultural society in California.

Key negotiations for this agreement were notably progressive during meetings held in June and October 2025, involving CDE officials focused on multilingual education.

Significance of the Agreement

The signing of this MoU marks a crucial step in reinforcing ties between Portugal and California. It establishes a formal collaboration aimed at supporting the teaching and learning of the Portuguese language within American public schools. This is particularly significant given that this agreement represents only the third MoU signed by the CDE with a foreign entity, illustrating the institution’s prioritization of multilingualism and international educational cooperation.

Promoting Multilingualism and Global Education

The MoU not only strengthens the relationship between Portugal and a leading educational entity in the U.S. but also underscores a mutual commitment to fostering multilingualism and enhancing students’ access to global education. The agreement sets the stage for implementing concrete initiatives and support mechanisms aimed at positively impacting the educational landscape for Portuguese language students in California.

Moving Forward with Collaborative Initiatives

To maximize the impact of this MoU, efforts will be made to ensure visibility among relevant stakeholders, including the educational, academic, and Portuguese-American communities in California. Continuous engagement with the CDE, alongside specific initiatives, will be vital in successfully implementing this agreement.

Acknowledging Community Contributions

This achievement reflects the dedication and collaborative efforts of various parties, including the Portuguese diplomatic network in the U.S. and the Coordination of Portuguese Language Teaching in the USA. Their partnership with both past and current CDE teams has played a critical role in bringing this agreement to fruition. Special recognition is also extended to California’s educators, teachers, and community leaders, whose unwavering commitment to promoting the Portuguese language facilitates such initiatives.

This partnership signals a promising future for Elizabeth’s Filipino and Portuguese students, enhancing opportunities for a richer, multicultural educational experience across the state.
