Understanding CalEnviroScreen: California’s Tool for Identifying Pollution Impact on Communities

With the pressing pollution challenges facing low-income communities and communities of color in California, the state has enhanced its vital tool, CalEnviroScreen. This updated interactive pollution tracking map, developed by the California Office of Environmental Health Hazard Assessment (OEHHA), highlights areas suffering from disproportionate environmental burdens.

What is CalEnviroScreen?

CalEnviroScreen combines a variety of environmental, health, and socioeconomic data to assess the cumulative impact of pollution on various communities. The latest iteration, CalEnviroScreen 5.0, is currently available in draft form for public feedback, aiming for a finalized version later this year.

Enhancements in the Latest Update

The recent update to CalEnviroScreen significantly expands its capabilities by introducing two new indicators:

1. Tracking Small Air Toxic Sites

This new indicator focuses on small, localized sources of air pollution, including oil wells and dry cleaners, which predominantly affect communities of color.

2. Diabetes Prevalence Monitoring

The second indicator evaluates the rates of diabetes in communities. This measure is crucial as diabetes increases vulnerability to various pollution-related health issues such as respiratory infections, heart disease, and asthma.

According to research, Native Americans in California exhibit the highest age-adjusted prevalence of diabetes—up to 15%, followed closely by Pacific Islanders, South Asians, and African Americans.

Comprehensive Metrics for Community Assessment

CalEnviroScreen presents a total of 23 indicators, assessing issues ranging from air quality and lead exposure to socioeconomic factors like poverty and educational attainment. The platform is also user-friendly, with options available in Spanish, ensuring broader accessibility.

Recent Data and Methodological Improvements

Further enhancements include:

  • New data on forever chemicals related to drinking water quality.
  • Updated measurements of children’s blood lead levels for evaluating housing conditions.
  • Improved assessments for the impacts of hazardous waste facilities.

Dr. Kristina Thayer, OEHHA Director, emphasized the importance of designing this update in collaboration with community organizations such as California Environmental Justice Alliance and others.

Impact on Climate Funding

Since its inception, CalEnviroScreen has been pivotal in guiding climate funding, with over $9 billion allocated specifically for cleanup efforts in disadvantaged areas.

Mapping California’s Most Affected Areas

The interactive map features approximately 9,000 census tracts across California, shaded from red to green to visually represent pollution impact scores. The highest-impact regions include:

  • Central Valley
  • South Los Angeles
  • Richmond
  • Parts of Oakland and San Francisco

Laura August, an environmental program manager at OEHHA, notes the significance of these regions in the broader context of environmental health equity.

Case Studies: Community Initiatives

For instance, in Richmond, the group Communities for a Better Environment effectively utilized CalEnviroScreen in their Richmond Polluters Pay initiative. This initiative led to a groundbreaking $550 million settlement from Chevron, funneling annual funds for community services and remediation efforts.

Jonathan Pruitt of the California Environmental Justice Alliance stated, “CalEnviroScreen is crucial as it validates the experiences of communities historically sidelined in land-use discussions.” Meanwhile, Martha Dina Argüello from Physicians for Social Responsibility Los Angeles highlighted how CalEnviroScreen serves as an “early warning system,” equipping communities with the data needed for advocacy.
