Enhancing Higher Education Access for Bilingual Rural Students

Access to higher education for rural students has long been plagued by barriers, particularly in transportation and the absence of bilingual support services. In response to these challenges, a new initiative has emerged in Northern California, designed to bridge the gap for bilingual students seeking postsecondary education.

New Pilot Program Launches

This month, three community colleges in Northern California—Butte College, College of the Redwoods, and Lassen College—launched a pilot program aimed specifically at improving access to higher education for bilingual students in rural communities.

Introducing Cali: A Revolutionary AI Tool

At the heart of this initiative is Cali, a “human-centered” AI tool tailored to enhance student support rather than replace it. With the capacity to converse in over 140 languages, Cali assists students in completing key applications such as the Free Application for Federal Student Aid (FAFSA) and the California Dream Act Application (CADAA). This technology has the potential to minimize errors in applications, ultimately helping students remain on track toward enrollment and graduation.

Understanding the Rural Student Experience

Kevin Kelly, executive director of the California Community Colleges Digital Center for Innovation, Transformation & Equity, highlights the unique obstacles faced by rural students:

“Students may be large distances away from campus, so not having to come to campus to get the help they need is a benefit,” Kelly emphasizes. This initiative aims to offer critical resources remotely, enabling students to succeed regardless of their location.

A Breakdown of the Program’s Benefits

Language Diversity

The diversity of California’s community college student population necessitates solutions that cater to various languages, including Spanish, Chinese, Vietnamese, and Tagalog. “The ability to have conversations in 140 different languages… provides that flexibility for students to use the one they speak at home,” says Kelly, underscoring the importance of linguistic support.

Increasing Enrollment and Retention Rates

The pilot program aims to boost both enrollment and retention across all stages of the academic journey. Kelly explains that reasons for student drop-off include work obligations, childcare, and life events. Providing a supportive platform like Cali helps remove barriers that often hinder student progress.

Optimizing Institutional Capacity

Rural colleges frequently face staffing challenges, with fewer personnel to assist students. Utilizing Cali allows institutions to automate responses for approximately 85 to 90 percent of inquiries, freeing staff to engage in high-impact, personalized support. This means that students can receive timely assistance on critical topics like financial aid and course selection.

Real-Time Feedback and Engagement

The AI tool enables colleges to track student feedback effectively, creating a meaningful feedback loop that provides real-time insights into student needs. This approach allows faculty to better understand and respond to the changing landscape of student demands, promoting a sense of equity and belonging on campus.

The Importance of Strategic AI Adoption

Adopting a tool like Cali requires institutions to thoughtfully define their approach to AI technology. Kelly notes that many colleges are establishing advisory groups to ensure they select tools that genuinely address student, faculty, and staff needs, rather than succumbing to trends.
