California Issues Final Warning to Communities Over Housing Shortfall

California is facing a critical housing crisis, with over a dozen cities and counties receiving a “final warning” from state officials for not adequately planning to address the urgent need for affordable housing. This announcement was made on Wednesday by Governor Gavin Newsom’s office, highlighting the state’s ongoing struggles to ensure every Californian has access to adequate housing.

What Communities Are Involved?

Among the communities that have received notices are Atwater, Avenal, California City, Corcoran, Escalon, Half Moon Bay, Hanford, Kings County, Lemoore, Merced County, Montclair, Oakdale, Patterson, Ridgecrest, and Turlock. These jurisdictions are spread throughout the state—from the San Francisco Bay Area to Southern California, as well as two counties in the Central Valley.

The Basis for the Warning

According to the California Department of Housing and Community Development, these communities are over two years behind in submitting their housing plans, commonly referred to as their housing element. California state law, which has been in place since 1969, mandates that all communities develop plans that outline how they intend to meet regional housing needs for residents across various income levels.

Governor Newsom voiced his disappointment, stating, “After years of effort, we still have communities that aren’t meeting the needs of their residents.” He emphasized that no community is exempt from the responsibility to address homelessness and expand housing access.

Importance of Compliance

Communities that fail to comply with this notice may face further repercussions, including potential lawsuits. Currently, a significant majority—92%—of California cities and counties have successfully adopted a final housing element and zoning changes necessary to adhere to state laws. Furthermore, 22 additional communities are expected to finalize their housing plans within the next two months.

Active Steps Toward Compliance

In a response from the City of Half Moon Bay, officials declared that they are dedicated to achieving compliance with state housing laws. They stated, “The California Department of Housing and Community Development has confirmed our Housing Element meets statutory requirements,” and they are working tirelessly to complete the remaining zoning adjustments. Given that Half Moon Bay is located entirely within the Coastal Zone, the process requires close coordination with the California Coastal Commission.

The Bigger Picture

As California grapples with its housing crisis, state officials are determined to enforce laws and hold local governments accountable. Despite challenges such as NIMBY (Not In My Backyard) sentiments, Governor Newsom reiterated the necessity for every Californian to have a place to call home.

It is a pivotal moment for the state’s housing policies, and the actions (or inaction) of these communities will significantly influence California’s ability to address its urgent housing needs.
