Afghanistan–Central Asia Consultative Dialogue: A Milestone in Regional Cooperation

In a historic move toward fostering regional collaboration, Afghanistan hosted the inaugural Afghanistan–Central Asia Consultative Dialogue on Sunday in Kabul. This landmark event gathered representatives from five Central Asian nations—Uzbekistan, Kyrgyzstan, Turkmenistan, Tajikistan, and Kazakhstan—to explore avenues for enhanced diplomatic coordination and economic integration.

Goals of the Dialogue

The Consultative Dialogue, initiated by Afghanistan’s Ministry of Foreign Affairs, aims to create a multilateral political framework for economic cooperation and regional connectivity. Foreign Minister Amir Khan Muttaqi inaugurated the meeting, emphasizing the importance of mutual trust and stability.

“The dialogue seeks to enhance political discourse, promote economic integration, and fortify diplomatic relations between Afghanistan and Central Asia,” Muttaqi stated. He further noted that the focus will include cooperation in key areas such as trade, transit, and regional connectivity.

Historical Context and Shared Challenges

During his address, Muttaqi highlighted the rich historical and cultural ties between Afghanistan and Central Asian countries. He referenced renowned personalities, including Imam Abu Hanifa and Imam Bukhari, who symbolize the region’s shared intellectual heritage.

“Our collective ambition is to tackle regional challenges collaboratively,” he affirmed, promoting a narrative of cooperation over confrontation.

Regional Dynamics: Afghanistan’s Role

Muttaqi pointed out Afghanistan’s critical role amid changing geopolitical landscapes. He emphasized the necessity for Afghanistan and Central Asia to confront evolving security dynamics, particularly regarding West Asia.

On addressing relations with Pakistan, he reiterated Afghanistan’s commitment to resolving bilateral issues through diplomacy while firmly protecting its sovereignty: “We aim for peaceful resolutions based on mutual respect but retain our right to defend our territorial integrity.”

Afghanistan’s Foreign Policy Focus

Afghanistan’s foreign policy, as outlined by Muttaqi, emphasizes balance, economic collaboration, and fostering good neighborly relations. He highlighted achievements such as the establishment of a stable governance system, substantial reductions in corruption, and progress in eradicating narcotics cultivation.

Afghanistan is actively working to attract foreign investment and stimulate economic growth, particularly via trade with Central Asia.

Economic and Trade Prospects

The dialogue served as a platform for discussing promising economic cooperation. Afghanistan’s trade with Central Asia surged to approximately $2.7 billion in 2025, with ambitions set to reach $10 billion within the next few years.

Afghanistan’s strategic location serves as a bridge for trade between Central Asia and both South and West Asia, making it an essential player in regional trade. Key projects discussed included:

  • TAPI Gas Pipeline: Highlighting advancements at the Herat–Turkmenistan border, with 120 km of pipeline ready for construction.
  • CASA-1000 Energy Project: Facilitating energy transmission between Kyrgyzstan, Tajikistan, Afghanistan, and Pakistan.
  • Lapis Lazuli Trade Route & Six-Nation Corridor: Enhancing regional connectivity and trade opportunities.

Security and Border Cooperation Initiatives

Security was a critical discussion point, considering Afghanistan shares over 2,300 kilometers of borders with Central Asian countries like Tajikistan and Uzbekistan. The dialogue emphasized joint security measures to combat cross-border challenges, including drug trafficking, illegal migration, and extremism.

The effectiveness of Afghan security forces in maintaining stable borders was recognized as instrumental in ensuring regional security.

Proposals for Strengthening Regional Integration

To enhance regional cooperation, Muttaqi proposed several strategic initiatives:

  1. Institutionalizing the Afghanistan–Central Asia Consultative Dialogue for regular meetings.
  2. Hosting expert conferences to develop actionable cooperation roadmaps.
  3. Creating a joint security framework for shared regional challenges.
  4. Coordinating efforts to combat climate change and address environmental issues.
  5. Expanding participation in broader regional organizations like the Shanghai Cooperation Organization and Green Central Asia.

Conclusion: Toward a Cooperative Future

In closing, Muttaqi expressed gratitude to participating nations for their commitment to the dialogue, advocating for a pragmatic and cooperative approach to regional engagement. This inaugural initiative marks a pivotal step toward establishing a stable, prosperous, and interconnected region.

The Afghanistan–Central Asia Consultative Dialogue sets the stage for future collaboration focused on shared economic growth, security, and sustainable development, promising a more integrated community of nations in Central Asia and Afghanistan.
